Planning

Spartanburg is a dynamic, growing City, rich in culture and diversity. The Planning Department works to ensure the City remains vibrant and sustainable by partnering with decision-makers and the community to balance a spectrum of needs and interests by providing guidance for the dynamics of growth, preservation, and development.

Planning and Zoning Staff reviews site plans, subdivisions, and rezoning requests as well as changes to the Comprehensive Plan and works closely with the Planning Commission in making recommendations on these and other land use issues to City Council. The Planning Department also provides staff support to the Board of Zoning and Appeals (BZA), Planning Commission (PC), the Design Review Board (DRB), and the Board of Architectural Design and Historic Review (HARB). The Planning Department also reviews the zoning ordinance on a regular basis and will make the necessary recommendations to amend the Zoning Ordinance where appropriate to the Planning Commission. Other responsibilities include working on special land use and development projects and studies.
